Cloudflare's July 7 announcement about joining the UK government's Cyber Resilience Pledge doubled as a hard-data reminder that cyber risk is still climbing fast. The company said its network blocked an average of 234 billion cyber threats per day in Q1 2026 and recently mitigated a 31.4 Tbps DDoS attack. That backdrop matters for any organization thinking about recovery planning. When attacks are constant and outages can be massive, the question is no longer whether you need resilient copies of critical data, but whether those copies can survive a compromise of the primary environment.
Cloudflare framed the pledge around governance, monitoring, supply-chain rigor, and tested resilience practices. The post also cited the UK government's Cyber Security Breaches Survey, which found that 43% of British businesses and 28% of charities experienced a cyber incident in the last year.
High attack frequency means production systems, identity layers, and even connected backups can all become part of the blast radius. Once an attacker can encrypt, delete, or tamper with online recovery points, downtime stretches from hours into days or weeks and the financial damage compounds quickly.
Cold storage creates a recovery copy that is physically or logically separated from the live environment, making it far harder for ransomware or privileged attackers to destroy everything at once. That isolation gives incident responders a trusted last line of defense when hot systems, cloud accounts, or network-attached backups are no longer trustworthy.
